Weekly Report of Security Situation in Afghanistan
The Taliban government is facing immense local and global criticism over
it’s women education policy as Taliban had introduced tough codes for that after
coming to power. Although Taliban back these codes by Sharia (Islamic Law) but
again the intensity, interpretation and execution of Islamic Laws by Taliban is
something with which many people including Islamic Scholars disagree with. Mainly
about the right of education for women at any level. On the other hand there
are ofcource many elements that instead correcting the interpretation or
practice of Islamic laws deny that at first point which consequently triggers
for a pro-religion reaction. There is no doubt that Islamic Laws are for the
betterment of all human kind if and only implemented with it’s true
interpretation and spirit. The Taliban's Education Ministry ordered that all
female students, teachers, and staff must wear an all-encompassing burqa or an
Islamic abaya robe and naqab that covers
the hair, body, and most of the face. Classes must also be segregated by gender
-- or at least divided by a curtain. Female students must be taught only by
other women. The order was condemned by some activists, who said it would create
fear and a culture of discrimination against women. Afghanistan's urban universities
have become a hotbed of resistance to the Taliban, with female students staging
protests against the ruling group's sweeping restrictions on women. In
response, the Taliban has cracked down on several university campuses across
the country, violently breaking up demonstrations and expelling students
accused of political activism. Afghan women were also stopped from entering
amusement parks in Kabul on November 9 after the Taliban's morality ministry
said there would be restrictions on women being able to access public parks.
A spokesperson for the Ministry for the Propagation of Virtue and the
Prevention of Vice (MPVPV) confirmed that women would be restricted from accessing
parks but did not provide further details. It was not clear how widely the
restrictions applied. The Taliban has also banned women from using fitness
centers and public bathhouses. MPVPV said the ban was being introduced because
people were ignoring gender segregation orders and that women were not wearing
the required head scarf, or hijab. Also on 14th November Emir of
IEA/Afghan Taliban’s Supreme Leader, Molvi Hebatullah Akhundzada, has ordered
judges to fully implement Sharia law of “Hudud and Qisas” on thieves,
kidnappers and seditionists after their cases are properly investigated.
Apart from that in recent updates, last week IEA revealed grave of its
founder Mullah Mohammad Omar. According to IEA spokesman Zabihullah Mujahid,
the tomb is located in Omarzo area in Sori district of Zabul province. Afghanistan’s
PM and several cabinet members were seen at the grave. Moreover On 6th
November, Mahmood Karzai, the brother of Former Afghan President Hamid Karzai
was detained at the Kabul airport by Afghan Intelligence while he was boarding
towards UAE (Mahmood Karzai is a major shareholder in the modern commercial
city of Aino Mina in the Southern Kandahar province). However no official
statement yet has been made by the government regarding his detention. In
another important development it was informed by secret sources that on 7th
November The Islamic Emirate's special forces killed an important commander of
Daesh (ISKP) along with four of his comrades, in the eastern Kunar province of
Afghanistan. The IEA has been facing the
increased threat from the militancy of ISKP and hence have recently adopted a
more counter aggressive policy against it. On 9th November Afghanistan’s
General Directorate of Intelligence has claimed its Nangarhar Department has
recovered several weapons from a house of an important Islamic State Khorasan
(ISKP) member during a series of operation in Maun village, Chaparhar,
Nangarhar province. In addition ISKP’s mouthpiece al-Azaim media also has published
issue 13 of Pashto language magazine Khorasan Ghag. 70-pages long, it features
several articles, including a central piece dedicated to the IS attack in
Shiraz. Another article criticises Taliban-Turkish relations. The biographic
section features militant Shakirullah, who got imprisoned in Jalalabad
prison. Subsequently freed in 2020
during the attack at Nangarhar prison, he was captured & sent to Kabul's
prison, from where he escaped on August 15, 2021. He was later killed by
Taliban. Moreover a clash on
Afghanistan-Pakistan borders has also been recorded lately as on
13th November, an Unidentified man targeted
Pakistani security forces at the Spinboldak border area of Chaman in which 1 security
personnel died while 2 sustained injuries. Border activities have
been sealed by Pakistani authorities while negotiations for its reopening are
underway.According to Pakistani officials, Chaman border point will remain closed till those
involved in the the attack are handed over
to Pakistan by the IEA. Video of the attack with faces of the
attackers has been shared with Afghan officials.
It is allegedly being suspected that this might be an activity
of the militancy group of TTP who wants to engage Pakistani and Afghan forces
against each other.
Analysis
The
Afghan government needs to develop further on its way towards attaining peace
and stability within its jurisdictions by adopting more of a practical and
demanded approach. Rather than generating public resistance against its
policies, they must move on towards a productive approach to establish economic
and security stability. Moreover they have to correct their interpretations of
Islamic Laws by its true sense and spirit. Rather than coming out violently
against their rights, IEA should focus more onto providing the due rights of
women which Islam has given and that includes the right of education, work and
freedom. Moreover Afghanistan also needs to re-strengthen its relations with
Pakistan for which it has to assure Pakistan that Afghan land can’t be used
against its Muslim neighbours. It is the responsibility of IEA to disengage the
factors in Afghanistan related to terrorism in Pakistan specially TTP and ISKP.
IEA has to realise that Pakistan is concerned with Afghan progress and
Afghanistan should do vice versa as both countries share not only border but
religion, culture, values trade and interests. Having a strengthened
relationship with Pakistan will keep the probabilities of International Afghan
recognition higher. As well as growth & development of Afghanistan. Pakistan
has assured its full support to Afghanistan in various areas of health sector,
including the training of doctors and meeting its needs of medical and
Para-medical staff. The assurance was given by Minister for National Health
Services Abdul Qadir Patel during a meeting with Afghan Health Minister Dr
Qalandar Ebad, in Islamabad on 14th November.
